Infrastructure Cost Management System (Ihku)

The Infrastructure Cost Management System (Ihku) alliance project aims to create a cost management solution for the needs of various infrastructure projects in Finland. The system fulfills the future needs and challenges by providing timely cost data for infrastructure projects.

The system has been launched gradually during 2021, and the project is currently on its service and upkeep phase.

Stakeholder feedback is collected regularly during the development of the software, taking into consideration the end users and administrators of the cost management system.

The project utilizes an Alliance Model (Integrated Project Delivery). The alliance partners are: The Finnish Transport Infrastructure Agency, cities of Helsinki, Espoo, Vantaa, Tampere, Turku and Jyväskylä, Ramboll Finland Oy, Solita Oy, Arkance Systems Finland Oy and Mittaviiva Oy.

Digitalisation, open data and open interfaces are changing the operational environment of cost management. In developing a new cost management system, the openness of data and transparency of calculations are important considerations. The system will cover the whole infrastructure sector. The data structure is based on the Finnish Infra Classification System. The new Infrastructure Cost Management System in cooperation with infrastructure actors will enable an accumulating database. Evolving processes will allow for evolving cost estimated planning and improved awareness of infrastructure costs.
